Overcast has no top charts, and that is the answer to the question. There is no Top 100, no download-based ranking, and nothing to submit. What Overcast has instead is a set of category lists showing, in its own words, "the top-recommended podcasts recently for each category," ordered by how many Overcast listeners tapped a star.
